Disaster can generate a writer’s inspiration.

Think about the number of stories written about horrific events.  The problem in the story becomes the setting.  The villain is either the catastrophe or something/someone highlighted by it.  The pace is moved by desperation.  The solution is in the main character and his motivation to survive or sacrifice.  That main character is either old or young, good or initially bad.  Whomever they are the disaster changes them.

That’s a story.

It will be interesting to see the stories that rise from the waters of Harvey.
